Apprentice Estates Surveyor

The Estates Team is an energetic and forward thinking group of professionals tasked with developing its existing Commercial Property Portfolio and maximising the capital and income generation opportunities of Council assets. In order to achieve this we have decided that more creative approaches in dealing with our assets are required.

 

We are seeking an enthusiastic apprentice whom is looking to embark on a career in a multi-disciplined property profession whose ultimate aim is becoming a Member of the Royal Institution of Chartered Surveyors (RICS). This will be achieved by gaining a wide and varied range of experience through challenging tasks and work experience, with both on and off the job training and mentoring under an RICS approved National Apprenticeship Standard -Chartered Surveyor Degree Level Apprentice scheme.

 

This will include attendance at University on a fully funded BSc(Hons) Degree in Real Estate over a 5 year day release programme.

 

The apprenticeship will develop the technical, interpersonal and behavioural skills, knowledge and competence outcomes that are required for Chartered Surveyors to work effectively within a range of working environments.

 

Whilst working you will be expected to support regeneration activity, assist in the management and valuation of the Council's land and property assets and provide a range of duties which aligns with the outcomes of the Council's Strategic Asset Management Plan.

This opportunity has arisen within the organisation’s Property function which provides a broad range of property support through a small team of chartered property surveyors.

As part of the role you will produce computerised CAD drawings, plans and maps (for the Land and Property Portfolio – an estate terrier), digitise plans, produce plans/maps relating to all aspects of property management for Specialist Estates Services, Health Boards, Trusts and the Welsh Government and assist in the development of Geographical Information System (GIS) mapping for NHS Wales. You will also input estate data into spreadsheets and databases and interrogate the same as required.

A high standard of general education is required to a minimum of GCSE level or equivalent (to include grades of C or above in English and Maths) and NVQ2 / City & Guilds or equivalent level of education in a subject incorporating a significant element of Computer Aided Design (CAD). Experience in the use of GIS is desirable.

Good communication and IT skills are essential.

Principal Estates Officer

An exciting opportunity has arisen for a permanent post within the Strategic Property and Valuation Team for an RICS Chartered Surveyor with a General Practice background and who ideally has experience of working within the public sector. Preferably, the successful candidate will also be an RICS Registered Valuer.

Working under the Principal Estates Manager, the successful candidate will be part of small team of property professionals and expected to provide professional Estate Management and Valuation advice whilst also assisting the Council with the management of its substantial and varied land and property portfolio.

The successful candidate will be expected to undertake rating and insurance valuations, together with statutory and asset valuations for capital accounting purposes. They will also be expected to undertake valuations and financial appraisals on behalf of the Council’s other directorates as well as providing valuation advice as part of a multi-disciplinary team on appropriate development/redevelopment projects.

The successful candidate will act on behalf of the Council when negotiating and implementing various property transactions, including: lease agreements, lease renewals, rent reviews, acquisitions and disposals.

The successful candidate will be expected to assist in the development of the Council’s Corporate Asset Management Plan and Accommodation Strategy, together the preparation of reports for the Council’s Regeneration and Sustainable Development Cabinet Board.

VALUATION MANAGER

Location: Bridwater, Somerset

A new post of Valuation Manager has been established to work within the Property and Commercialisation Team being responsible for a wide range of valuation and estates management functions. Reporting to the Council’s Property and Commercialisation Service Manager you will be responsible for the valuation of Council properties, disposals and acquisitions and the negotiation of lease agreements with existing and prospective tenants. The Council still owns its council housing stock and you would be engaged in the valuation aspects of the disposal of properties under the right to buy scheme and plus the direct line management of two members of staff.


This is an exciting opportunity for a recently qualified graduate to gain a wide range of practical experience in a relatively small local authority. The District Council is currently pursuing a number of exciting property projects including a major leisure development in Bridgwater Town Centre and has set up a £50 million commercial development acquisition fund.


You should hold a relevant property related degree and be willing to undertake training to full RICS standard. You must be self-motivated, enthusiastic and be able to work as part of a very busy but friendly team within a multi-functional organisation.
