Elmbridge’s Asset Management and Property Services team (AMPS) is recruiting and we need an experienced, committed and pragmatic person to help us make a difference in Elmbridge; we need you!

The job

You will be working in the Asset Management and Property Services (AMPS) team which is made up of approximately 20 people in 3 teams; Building Surveying, Facilities Management and Estates.

Our Estates team has 6 surveyors and the Estates Manager role sits within this team.

The portfolio is split into two broad areas, the Investment Portfolio and the Operational Portfolio, which have assets of approximately £100M each.

The operational assets enable us to deliver services and activities administered by the council on behalf of our residents and the investment assets (retail, offices, industrial, residential), are strategic assets held by the council on behalf of the public for either long term investment and revenue income, regeneration/strategic economic benefit, or both.

Your role will be focussed on all aspects of asset management within both operational and investment portfolio, which includes commercial property but also a number of community assets, including commons, cemeteries, open spaces, allotments and recreation grounds.

We have recently released our 5-year Asset Management Plan (2019-2024) and this will form a key part of your role.

About you

As well as having a surveying degree, being a member of RICS and showing us that you continue to develop professionally, you will have experience of,

  • property law and landlord and tenant practice,
  • valuation practice and investment property markets and trends
  • and an understanding of the RICS red book.

You will be equally comfortable working independently as in a team, as well as being,

About the role and team

Hours of work: Part Time 22.2 hours

We are looking for an experienced Asset Manager to work in our multi-disciplinary property team at Mole Valley District Council.  Working with a range of property colleagues and other departments within the council, we want to recruit a qualified surveyor to provide a broad level of asset management advice and undertake project specific work within our mixed portfolio.

Our team consists of Asset Managers, Project, Building & FM Surveyors who manage the council’s property portfolio, which consists of operational, investment and community land and buildings.  We are a friendly and dynamic team, who work collaboratively together and with other departments.  We have a number of exciting projects we are progressing and are currently updating our property strategy to review the performance of all our assets and identify surplus property for development, disposal or alternative use.

About you

You will be an experienced RICS qualified Asset Management Surveyor, used to proactively managing a mixed portfolio of property and dealing with your own work load whilst supporting less experienced surveyors when necessary.  If you have experience working local government experience that would be ideal, however if not you should have an understanding of how local government operates.  You will need to be a team player that is prepared to roll their sleeves up and get stuck in.  You will liaise with a variety of people, so having the skills to adjust your personal style accordingly is also important.

Property Assets Officer

Do you have excellent communication and negotiation skills, strong organisational skills, experience of working in a political environment, and a good understanding of the operational requirements of public services? The Asset Management Service provides strategic management of the council's property portfolio (schools, operational, and non-operational premises) in order to ensure that our property assets enable the delivery of corporate priorities.

As Property Assets Officer you will be an outstanding individual who will play a key role in ensuring that Lancashire County Council's land and buildings continue to meet requirements for service delivery during ongoing and significant organisational change and financial challenge.

You will be part of a multi-disciplinary team who work closely with all county council services, identifying and challenging strategic premise requirements to enable service delivery to the people of Lancashire. Examples of work the team is currently involved in include the integration of children's services, provision of high quality services for adults with complex needs and older people and review of the fleet, transport and highways requirements for depots, etc.    

The successful candidate will also become involved in a range of premises related issues including estates, financial, premises management, design, project and programme management, legal and data management.

Highly developed critical thinking skills are required alongside a proven ability to implement and deliver complex and challenging solutions which are consistent with existing, new or evolving policy/procedure.

With a history of effective partnership working, it is important that you have the ability to both work collaboratively with, and support and challenge internal and external stakeholders and partners, including a wide range of professionals and senior managers.

As well as an understanding of service and/or strategic premises issues and proven project and change management skills, you will be a passionate, driven individual with a record of achieving results against targets.
